8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Assignment Appeal Board in accordance with policies with the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF THE SUBLICENSE AGREEMENT BETWEEN THE BALTIMORE ORIOLES AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR THE USE OF THE ED SMITH STADIUM FOR THE PLAY ARTS! EVENT
Description

On October 26, 2013, Any Given Child Sarasota arts program and The Baltimore Orioles present: Play Arts! at the Ed Smith Stadium.  This is a free public event from 11:00 AM - 2:00 PM for families to see professional artists and performers and participate in interactive experiences celebrating the launch of this initiative.  The agreement provides the use of the Ed Smith Stadium for this event at a very minimal cost. 



Recommendation
That the sublicense agreement between The Baltimore Orioles and The School Board of Sarasota County, Florida be approved as presented.

FIELD TRIPS

10. APPROVAL OF THE RIVERVIEW HIGH SCHOOL FUTURE FARMERS OF AMERICA FIELD TRIP TO LOUISVILLE, KENTUCKY ON OCTOBER 30, 2013 THROUGH NOVEMBER 2, 2013
Description

This is an annual event in which students will attend leadership conferences to build team membership and public speaking abilities.  Students will be given the opportunity to attend a career and college fair.  This will allow them to obtain information from universities and colleges from around the United States.



Recommendation
That the Riverview High School FFA field trip to Louisville, Kentucky on October 30, 2013 through November 2, 2013 be approved.

11. APPROVAL OF THE VENICE HIGH SCHOOL JROTC FIELD TRIP TO MOLENA, GEORGIA ON NOVEMBER 1, 2013 THROUGH NOVEMBER 3, 2013
Description
Students will participate in the annual Raider Adventuring Team National Championship Competition.

Recommendation

That the Venice High School JROTC field trip to Molena, Georgia on November 1, 2013 through November 3, 2013 be approved.



EXPULSIONS

12. APPROVAL OF EXPULSION CASE NO. 14-007
Description
On August 29, 2013, the student listed in Expulsion Case No. 14-007, violated School Board Policy 5.34(D), Battery on Another Student.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools, until January 14, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes, and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 14-007, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 12, of the 2013-2014 academic year.

13. APPROVAL OF EXPULSION CASE NO.13-389
Description
The student listed in Expulsion Case No. 13-389, is in violation of an accepted Expulsion Settlement Agreement for alternative school placemenet.  On May 2, 2013, the student listed in Expulsion Case No. 13-389, violated School Board Policy 5.34(D), Battery on Another Student.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with the provisions of Sections 1006.07(1)(a)(b), Florida Statutes, and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-389, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2013-2014 academic year.

14. APPROVAL OF EXPULSION CASE NO. 13-374
Description
On August 30, 2012, the student listed in Expulsion Case No. 13-374, violated School Board Policy 5.322, Prohibition Against Use, Sale or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes, and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-374, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2013-2014 academic year.

Description
On  April 12, 2013, the student listed in Expulsion Case No. 13-088, violated School Board Policy 5.34(D), Battery on Another Student.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 3, 2014.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes, and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 13-088, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2013-2014 academic year.

16. APPROVAL TO RESCIND STUDENT EXPULSION ABEYANCE CASE NO. 12-163
Description
School Board Policy 5.34(4), permits the Board to hold in abeyance, the expulsion of a student, if the student participates in a recognized alternative-to-expulsion program.  This student has not been attending the Triad program, and his expulsion is reinstated.

Recommendation
That the abeyance of Expulsion Case No. 12-163, be rescinded per School Board Policy 5.34(4).

MATERIALS MANAGEMENT

17. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

CONSTRUCTION

18. APPROVAL OF THE DELETION OF BUILDINGS, SHEDS AND PORTABLES AT SARASOTA COUNTY TECHNICAL INSTITUTE
Description
The specified buildings are one-story buildings, sheds and portables that are in the path of construction for Sarasota County Technical Institute Phase IV.  The demolition value of these buildings has been proven by the Castaldi Formula calculation.  Funds for this demolition are available in the capital projects account.       

Recommendation

19. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of $207,434.81 in gross contract dollars.

Included in these change orders are $210,926.87 credits for Direct Material Purchases; the corresponding Direct Material Purchase Orders of $198,798.93 result a net of $12,127.94 in sales tax savings.



Recommendation
That the Construction Services' Change Order(s) be approved and/or ratified as presented.

22. APPROVAL OF RESOLUTION AUTHORIZING THE MARCH 2014 REFERENDUM

That the School Board, pursuant to Section 1011.73(2), Florida Statutes, adopt the proposed resolution directing the Board of County Commissioners of Sarasota County to call an election for March 25, 2014 at which the electors within the School District may approve an ad valorem tax millage in the amount of 1.0 mill per year for four (4) years, July 1, 2014 through June 30, 2018, for operating expenses as authorized by Section 1011.71(9), Florida Statutes.

Minutes: 

Caroline Zucker stated she was recently in Washington D.C. at an FSBA Federal Issues and Advocacy Conference. Her group was able to meet with Florida U.S. Senators Marco Rubio and Bill Nelson. Concerns about the sequestration, possible government shut down and Common Core standards were discussed.

Jane Goodwin stated she was at Booker Middle today. The City of Sarasota proclaimed October as "Any Given Child Month" by vice-mayor Willie Shaw. Sarasota County is one of only a few communities in the nation to be chosen by John F. Kennedy Center for the Performing Arts as an Any Given Child partner.
